This position plays a key role in supporting Xilinx’s people strategy and serving as a strategic partner to the global HR team.  As the HR Compliance Program Analyst (Immigration & AAP), you will be responsible for evolving and executing a variety of HR Compliance programs, which include:

  • Our Immigration Program including U.S. permanent residence/green card processing, J-1 visa and F-1 practical training applications, case management, tracking and reporting as well as invoice reconciliation and expense forecasting.
  • Our I-9 and E-Verify Program including conducting I-9 verifications and submitting employee information to the U.S. federal E-Verify Program.
  • Our Affirmative Action Program (AAP) including the Annual Plan Narrative, Audits, Goals communication, EEO Policy, Outreach Strategy, and Reporting.
  • Our HR Policy Administration Program including review and feedback on all HR policies, ensuring timely updates, and reporting.

 

You will work closely with the HR leadership team to determine and define the needs and strategy to best meet the objectives of these programs.


You will anticipate the needs of your stakeholders, and work tirelessly to create transparent, and clear plans that align to our company culture and values.


Responsibilities include but not limited to:

  • Collaborate with the program manager and external legal counsel to develop, execute and communicate immigration filing strategies
  • Answer immigration policy and program questions for candidates, employees and managers
  • Prepare employment based green card applications (PERM, I-140, I-485) including internal and external recruitment, as well as J-1 and F-1 applications
  • Monitor legal counsel processing to SLAs
  • Sustain a current understanding of immigration and DOL regulations, Executive Orders as well as DOL, DOS and USCIS processing.  Educate managers, employees and HR stakeholders about the processes.
  • Maintain files including Public Access Files and PERM audit files
  • Perform on time I-9 verifications and E-Verify submissions
  • Answer new hire and employee questions regarding acceptable documents for I-9 and E-Verify processes.  Follow through with tentative non-confirmations.
  • Design and maintenance of Affirmative Action Program (AAP) and training
  • Define problem(s), collects data, establish facts, and draw valid conclusions
  • Advise management of risks associated with current business practices and recommend improvements
  • Promptly report any concerns and work through appropriate resolution
  • Compile data and documents in response to OFCCP audits, EEO-1, and Vets 100.
  • Monitor consistency of processes and programs to ensure accuracy and compliance
  • Assemble and prepare Immigration, I-9, AAP, and Policy metrics for HR Governance reviews
  • Maintain and update Immigration, I-9/E-Verify, and AAP policies as well as ancillary materials
  • Deliver the highest level of customer service and accessibility to the managers and employees

 

 

 

 

 

 

Qualifications:

  • 5+ years direct experience with 2+ years immigration experience
  • Bachelor’s degree (BA/BS) or equivalent
  • Ability to work independently to fulfill objectives timely with little supervision. Able to prioritize independently according to business needs.
  • Detail-oriented with excellent planning, organizational, and analytical skills
  • Demonstrated expertise in employment-based green card processes (PERM, I-140, I-485)
  • Working knowledge of I-9/E-Verify, Affirmative Action Programs, EEO-1, Vets 100, and OFCCP regulations. Knowledge of evolving trends and best practices.
  • Solid knowledge of local, state and U.S. federal laws governing recruiting and employment.
  • Willingness to learn and grow immigration expertise.
  • Vendor management experience and understanding of performance standards
  • Exceptional written and oral communication skills. Ability to effectively manage many different messages and create easily understood communications.
  • Strong organizational and interpersonal skills. Proven ability to build relationships across a diverse, global organization, fostering trust and credibility.
  • Ability to manage sensitive and confidential situations and data with diplomacy and keen judgment.
  • Passionate about innovating to drive business results. Must be confident, highly motivated, creative, resourceful, detailed, a strong strategist, and project manager.
